Building national capacity in preparedness and contingency planning is a core function for all clusters. In situations where there is a high risk of recurring or significant new disasters, and where sufficient capacity exists within the cluster, it is a key deliverable for the FSC Coordinator to ensure adequate cluster/sector-wide emergency preparedness including contingency planning scenarios for the food security response.

Emergency preparedness includes any action, measure, or capacity strengthening that is introduced before an emergency to improve the overall effectiveness, efficiency and timeliness of a response and recovery.
