The Cluster Coordination Performance Monitoring is a self-assessment exercise. Clusters assess their performance against the six core cluster functions and accountability to affected populations. It is a country-led process, supported globally. Ideally, it is carried out by all clusters/sectors at the same time (the gFSC launches it in Q1 of every year) but can be implemented on demand by individual clusters. The process starts with sharing a survey with active cluster partners; the survey enables all cluster partners and teams to identify strengths and weaknesses of performance and paths to improvement.
Once the survey is closed, the gFSC support team will prepare a report and share back with the country cluster team. The findings should be discussed with participants (including cross-cutting focal points) at a Cluster meeting, where actions to improve performance will be planned if they are needed. Decisions on action will be shared (as appropriate) with Cluster lead agencies, national authorities, the humanitarian coordinator, and the gFSC.
While the process will be mostly led by the Cluster Coordinator, the IMO is responsible to extract the list of active partners (by category) to share with the gFSC and follow-up with partners on survey completion (based on gFSC updates). The IMO will also lead improvements related to the IM function, based on feedbacks received through the survey and CCPM meeting / workshop.
