Even in countries without formal cluster activation (or following clusters’ de-activation), sectoral groups are present, aiming to augment the national capacity to coordinate the response. In practical terms, often all core functions and tasks remain the same for a Food Security Sector when working under a government-led coordination structure, but the overarching responsibility for coordination will sit with the national government rather than with the CLAs.
In refugee-only contexts (where the affected population are primarily refugees and host communities), the coordination system is different, and United Nations High Commissioner for Refugees (UNHCR) is mandated to support the host government with coordination of the crisis. IASC clusters are not established but may function as sectors chaired by Cluster Lead Agencies. Also in these cases, the role of the food security sector team is very similar to the one of formally activated clusters.
