3.5.3 Information Management Responsibilities and Tasks

Information management (IM) and the generation and appropriate use of accurate quality data to support planning and decision-making is critical to the FSC coordination and the day to day work of the Coordinator. The FSC IMO’s main role is collecting, analysing, and sharing food security information, which is critical for cluster members to make informed, evidence-based and strategic decisions on:

  • Food security needs and geographic areas of affected populations;
  • Geographical coverage and priority interventions of Food Security actors;
  • Key gaps in activity/programme coverage and response overlaps;
  • Existing capacities (human, material, financial) for contingency response;
  • Monitoring of the response against the HRP and other set indicators.

The IMO technically reports to the FSC Coordinator (and administratively when applicable). He/she supports coordination through IM related functions, such as: provide data for the HNO/HRP processes; manage the 5W reporting tool and train partners on it; develop related dashboards/reports (partners presence, response dashboard, gap analysis); maintain an assessment repository for the FSC; manage the webpages and the FSC member contact list, etc. The IMO actively participates in the inter-agency Information Management Working Group (IMWG) and can represent the FSC in other fora. He/she often replaces the CC when absent.

What is the role of the FSC Coordinator? The FSC Coordinator is responsible for the technical supervision of the IMO(s) and therefore ultimately responsible for ensuring that all the IM tasks are completed on time and in high quality. While the IMO is responsible for the technical aspects of the work, it is ultimately the Coordinator who will be able to interpret the available data and ensure the IM products “tell the right story”. For this reason, it is paramount that the Coordinator reviews all IM products before the endorsement by the CLAs for publishing and proactively discusses with the IMO and cluster members on the most needed IM tools. The Coordinator will usually work very closely with the IMO on most key FSC activities (see also core deliverables in chapter 5)
