There is no one-size-fits-all approach to the cluster set-up at country level. It must be adapted to the situation and may need to change as a response evolves. The FSC composition and structure (including advisory or technical working groups to ensure appropriate work on strategic planning, technical standards etc.) is therefore context specific. It may depend on agreements with the host government (or NGOs) on shared leadership, as well as the number and type of stakeholders involved.
