The monitoring of a response (see HPC diagram) is a core element of the HPC and a principal responsibility of the IMO. Without successful Information Management the HPC process will falter. 

The typical approach to monitoring a response is through a 5Ws system (sometimes 3Ws, 4Ws etc). At its core the 5Ws aims to capture and understand WHO is doing WHAT, WHERE and WHEN, for WHOM (how much/many).

The following section 4.1 will focus on establishing the FSC objectives and activities while section 4.2 delves into the technical and theoretical requirements for successful reporting and monitoring (5W systems, information on whether to establish a 3Ws, 4Ws or 5Ws, understanding who reports to the cluster, how often etc).
