4.5.1. Core principles

The IASC Operational Guidance on Data Responsibility in Humanitarian Action provides clear principles which are applicable to all responses. These are the core standards and overarching rules within which we operate and adhere to; familiarize yourself with these ubiquitous standards. Moreover, the guidance presents the actions that cluster should implement for data responsibility. These are:

  1. Conduct a cluster/ sector-level data responsibility diagnostic
  2. Create and maintain a cluster/sector data ecosystem map and data asset registry
  3. Develop and maintain a cluster/sector-specific Information Sharing Protocol (ISP)
  4. Offer technical and advisory support to cluster/sector members on data responsibility
  5. Design for data responsibility in cluster/sector-led data management activities
  6. Track and communicate about data incidents within the cluster/sector

The implementation of this guidance is moving at different pace in different countries. Examples of ISP are available (FSC Afghanistan / FSC Cameroon / FSC Myanmar).
