5.9.1 Monitoring of FSC functions - Cluster Coordination Performance Monitoring

A standardised CCPM is a globally designed self-assessment exercise carried out by the country FSC team, CLAs and cluster partners. The CCPM is designed to enable cluster/sector partners to assess to what extent their country level cluster/sector has achieved its six core functions (3.4.1) and AAP (1.5.3). A CCPM enables all cluster partners, CLAs and Coordinators to identify strengths and weaknesses of performance and prompt discussions on paths to improvement.
When to undertake the CCPM? A CCPM should ideally be implemented three to six months after the onset of, or spike in, an emergency and annually thereafter. In protracted crises, a CCPM should be done annually. The CCPM process is launched by the gFSC at the end or beginning of each year and should be completed in all countries with an active FSC/FSS , during the first quarter of each year by a validation workshop.
