5.10 Capacity Strengthening

Identifying capacity gaps and providing (demand-driven) training and capacity strengthening opportunities to FSC members, especially to national and local actors, is a core function of the cluster and not least an important deliverable for any FSC Coordinator. When relevant the Coordinator can develop a ‘capacity strengthening plan’ for the FSC by working with partners to assess and identify the key capacity needs and act to fill it in the most effective way possible. The Coordinator should include a financial requirement for trainings/capacity building initiatives in the FSC budget to be presented to donors.
