Whereas chapter 3 looks at the internal functioning of a country FSC, chapter 4 addresses the external context and aspects. It explains the overall humanitarian coordination architecture at country level as well as highlights the importance of inter-cluster (sector) coordination and collaboration, including the roles of OCHA and the Inter Cluster Coordination Group (ICCG) overall, bilateral coordination efforts with clusters and inter-sectoral working groups.
